Google declared that unverified business can make changes in Google My Business Listing within Google My business. According to Google, business owners are now able to suggest edits in their core business information directly from Google My Business listing account before verifying their business.

Google Says:

Google says that these edits will go on the normal review process and can be live before verification on Google Search or Maps.

Changes That Can Be Made:

Changes include the name, category, address, hours, phone number, and website. After getting approved from google these changes can be live but for some users firstly they need to verify their business and then are able to do editing their information.
