Google posted a response on the Google Webmaster Twitter account by saying that when a user gets a 404 error, they should check it is not because of their internal linking. In other words, make sure that internal linking doesn’t 404 error report to a page that even doesn’t exist.

Returning a 404 result code for pages that you removed is fine (also make sure to remove any internal links to those pages).

So, a user needs to check their 404s and make sure that they haven’t linked internally to those pages which don’t exist.
