Facebook is working on a new set of tools that will allow businesses to send marketing emails directly through the Facebook platform.

Seems like pages that have access to these tools will be given an alert with a notice on the left sidebar.
As Per The Notice
“Reconnect with your email subscribers using marketing emails. Select your audience, customize your design, and track performance all in one place. Confirm your Page’s email address to get started.”

After confirming the email address by page managers then they can add email contact to their subscribers’ list. It can be added either individually or via a spreadsheet. Before anything, Facebook enquires page managers to confirm whether they have received permission to send promotional messages to their contacts.
