Google’s John Mueller was asked a question that if Google perhaps does a first round of ranking of a new page based on the URL, before doing any content analysis. To that Mueller replied, “not that I am aware of.”

Now, this seems to be a doubtful question. That why will Google bothers to try to rank a page without even trying to understand the content? But we know that Google can rank pages that have not been indexed fully just on the basis of links and other signals.
