Merchants will be able to list products for free in the Google Shopping tab in search results soon. Website owners and SEOs who focus on organic search, for the first time can directly add Google Shopping to their tool kit.
Google explains that it has done this for businesses who are struggling and can not pay for Google Shopping listings at this time.

Merchant Center and shopping ads existing users will not have to do anything extra to enjoy the benefit of free listings. Whereas retailers who are new to Merchant Center for them it will continue to smoothen the onboarding process in the coming months. A user must have a Merchant Center account to publish free listings.
Partnership With PayPal
Google partners up with PayPal along with this change to Google Shopping. In order to increase the workings of the onboarding process, Merchants now can link their PayPal accounts to Google Shopping.
Other Information About This Change
Google Shopping will primarily consist of free listings as it is still accepting paid listings, which therefore will be placed at the top of the Google Shopping Tab. Only Paid listings will be displayed within the product listing ad carousel in Google Search. It will take effect in the US search by the end of the month and is expected to expand globally at the end of the year.
