John Mueller responded to the tweet saying “sometimes images, even with less textual content can be exactly what people are looking for. Mueller posted this on Twitter ” I would argue there is a lot of content on Pinterest – even if it is not a collection of 3000-word blog posts.”

It totally depends upon the query, what people are searching for in the Google. If Google feels like people want an image result with minimal content, then Google will show it. And, If Google feels like searchers want textual content as a result, then it will show that. If Google thinks the searcher wants a result of 15,000 words then it shows that.
