Folks are showing Data from Rank Ranger that the length of title snippet shown in the google desktop search results gone down from 55.3 to 50.9 characters on average.
Factors
Undoubtedly, the title length of Google is purely dynamic & can be varied at different length depends on the no. of factors. But on Average, it seems that it has dropped by almost 5 characters.

Does this Change Create any Impact on Search Rankings?
Google does not really like to talk about the length of snippets, so there is no point to ask them about this change. The Ranking would not get differ from this change but yes it might be possible that your CTR may have some impact.
